A two phase breaker disconnects both of the hot lines that make up the 240 VAC split phase that feeds the panel from the meter, but not the neutral. The neutral is tied to ground at the transformer and often at the panel (mine is) and is at 0 V (ground potential).\n\nSo unless you pour water into your electrical panel (and if you do, you are probably going to get electrocuted) flipping the main breaker completely isolates the house from the grid. If it didn't, it would not be safe for an electrician to perform work on the circuits inside the house (because they could be energized).\n\nCould be a case of telling a half-truth to stop people from messing with things they don't understand (electricity).",
