Out of every single one of your characters, who would be one who to believe in ghosts?
Wouldn't be mages--they never heard of ghosts until humans came along & still aren't sure what they are. Southern refugees came from a science ship so weren't inclined to believe in the supernatural, but they hadn't believed in magic either so might be more open now. Most likely candidates would be Neeson's group, the People of the Code, who are particularly credulous.
