The provisions regarding the Digital Safety Plan, appeals process, and record keeping, don't seem to have carve-outs for sufficiently small (in terms of the number of users) platforms—whether federated or centralized, for-profit or non-. If those carve-outs were added, and if they applied to fedi based on the size of each instance, then I would generally not just tolerate them but *welcome* them: larger instances *should* have more mandatory accountability measures.
