the two reasons I can think of:
1) IMAP only works with a bridge, which has some bugs iirc and needs to be set up separately: https://proton.me/blog/smtp-imap-pop3#protonmail
2) They sometimes share data with the police. Most mail providers do this of course, but activist providers usually manage not to. I think people expect them to be an activist provider, but they are a commercial provider. One opinion for example: https://kolektiva.social/@elijah/112397482609748338
