in terms of what I'd recommend; anything will do, even a raspi, but you can also buy an old office PC, those are often overpowered and easy to upgrade and light on power usage.
Set up Fedora server with Cockpit if you like webGUI stuff, set up some containers, I'd recommend following this tutorial I made https://derg.nz/sysadmin/kb/2022/08/22/the-dragonhive-web-stack.html but really it is up to you in the end how you set it up.
