the way things work here is you have your permanent residence address which is what makes up the official population count, however, changing it when you move out of your parent’s place is not trivial and not worth it (basically the only reason is you’d want to vote in muni elections which more than half of the country doesn’t), therefore lot of people just don’t. Obviously, statistical office is aware of this and the census tries to ask the real address but that only happens once a decade and isn’t reliable either. Non-citizens are also another topic.

For example my election district had 25% turnover in the presidential election, that’s far below the election average, it doesn’t make sense to assume people just don’t vote here in particular, the explanation is simply that people officially living here and actually living here are two very different groups.

IRL you get more precise data from cellphone network operators counting active SIM cards by cells, lol.
