It may, as you say, vary with the institution: I worked at two extremes - one, a fancy place with more money than God, and the other a mixed FE/HE local institution which was destroyed by a Surgeon (as per the Harvard Business Review) through mindless cost-cutting.
But it's still very different to the small-medium business, the work of which *can* be done from home, but which is leveraged to the hilt and in negative equity on its premises, so unable to sell without going bust.
