Contrary to what many libertarians believe, there is such a thing as "regulation" in an Ancap society—it's just way more efficient and market-driven than government regulation.
It’s not like anyone can just keep a nuclear bomb in their mom's basement. because no insurance company would cover that! On the other hand, some weapons are only used for defense, so insurance companies would charge much lower premiums for people owning those.
