I am halfway through the third book in The Horus Heresy series and I just realized the impossibility of the Imperial fleet, or I’m missing a vital part of the lore.
In False Gods, Horus complains that the Council of Terra wants to tax their conquered worlds, and says that it’s too soon. So, how has the Imperium managed to build their ships, or where is the Mechanicus getting their resources from?
Even if they are taxing their older conquests, they speak of the massive ships as if they already had them two hundred years before.
