The government was composed of Cornelio Saavedra as president, Mariano Moreno and Juan José Paso as secretaries, and Manuel Alberti, Miguel de Azcuénaga, Manuel Belgrano, Juan José Castelli, Juan Larrea, and Domingo Matheu as vocal members."
