I've seen various approaches to setting up a Windows machine with a local account, but the thing that has worked best for me is:
1. Go through the initial setup, including logging in to Microsoft account.
2. Create a new user, saying that you don't know their email. This will create a local user.
3. Give the new user Administrator privileges.
4. Log in as the new, local admin user.
5. Delete the account linked to the MS account.
Now you have a local only account.
