I have only been to NY 3 times so I can't speak to what he did first hand. However, from what I have read over the years, Giuliani was a racist pos who helped the cops there become a militarized organization, torturing people, mostly Black and Trans people. That most of his organized crime take down was just to allow politicians and police have more power.
