Basically there's a main door into a passageway containing a line of completely closed cubicles, each of which, as you say, has its own toilet and sink.
It makes sense. And if each one is big enough to accomodate a wheelchair too, then there's no need for a separate disabled toilet either. So instead of having to supply a men's bathroom, a ladies bathroom, and a disabled bathroom/baby changing room (those are commonly combined here in South Africa), you just need one. Win-win-win.
I think we need more of that. Sounds like the ultimate solution to this problem.
