Rent your daily travel route (to keep it traffic free) from office to home or vice versa for specific time in a day. People who avoid that route are incentivised via zaps using the rents collected.
To address user density issue, we can offer a pool money as base line incentive to be distributed to daily users.
And it need not give 100% traffic clearance - but do best effort basis and report how much reduction was contributed due to the network.
