I think the reverse is also partially true. UK and Switzerland are places where the EU does a lot of its research (go figure why; patents are a reason among many). Now Switzerland let a deal bounce a few years ago and Brussels wanted to scramble all cooperation. Switzerland payed a little more but most of the money stayed here anyway.
The burocrats can boast to have brought in more money and everything goes on as before.
