I think “has been dead” can work: “You want to see Bob? He has been dead for 10 years!”

Edit: agreeing with others, it needs a time frame to work with that tense.

Also it should be “whom”.

Without the time frame, this should be “the man whom I wanted to talk to was already dead”

Or

“the man whom I wanted to talk to had already died”
