No, it's a pretty bogus theory. The only reason I bring it up is to help define property rights. Economists largely agree that property rights can include causing harm unto others - every definition and usage of them I know of allows for it.
And we see so many cases where people and firms do use their property rights to harm others, sometimes intentionally.
