Can someone better at economics explain to me why Thames Water's £15bn debt is such a barrier to renationalisation?
Since TW (or any water company) cannot go bankrupt in the normal way, that debt is *already* a government liability.
So surely it is just a *choice* about how we do public accounts not to include it as part of 'government debt'? Do public accounts not include properly audited liabilities?
