So you're saying miners aren't incentivized to deploy more hashrate? How do you explain the exponentially increasing network difficulty? This would appear to be patently untrue.
TX fees make up a trivial portion of block rewards. Like 1% or something. Under these circumstances even an overflowing mempool wouldn't impact miner profitability.
