the uninsulated nature of most indian rooms (leaky, almost universally crooked doors, leaky sliding doors/windows, insufficient curtain opacity, the move away from pelmets, no double/triple glaze on glass, etc) ensures that the AC never reaches the set temp inside the room so it keeps running on full capacity
