Just a guess but:
The same reason as why all social media is sanitized. They need to appeal to their investors.
They can't have NSFW show up on the homepage, and instead of not trending content with say the nsfw hashtag and/or a content warning, they just shadowbanned them.
They also can't have someone break trending for a joke, because that makes them look incompetent, so they shadowban instead of fixing the underlying problem.
Sadly I think the PR disaster this caused might be worse
