There is a problem for law & order when it doesn't seem to work for normal people...
So, for instance, when we know that around 90% of all bicycle thefts are not 'solved' and indeed hardly even investigated, there are a large group of people who see the law's inaction as directly impacting on them...
If you want people to respect the law, then the law (as an institution) needs to respect them.
This low level unaddressed criminally is corrosive of/to civil society!
