The reason for the annual government #shutdown #budget crisis is that #Congress has adopted the insane procedure of putting almost all appropriations into a single bill that requires a yes-or-no vote.
This wouldn't work even on a family level. Imagine deciding once a year, "This is what we're going to spend for the next year, or else we won't buy anything. Which shall it be?"
