Alright, the Vostro's northbridge is probably faulty among several other things. I'll try blowing canned air across it one last time but honestly I'm simply unsure if I can fix it this time, I was able to get more consistent results with it after blowing off the PSU's guts but still no dice.
Doesn't help that I can't find an appropriate CPU cooler (one that is for LGA 775 and screws in) and am just running it hot. I have another computer, an HP one, that may be a similar story. Anyway.
