I believe I understand this concern; "church rule" as we've known it historically is a fallen aberration that was not remotely what Jesus and the Christian scriptures teach; it was in all truth the "church" in bed with the state, particularly since the days of Constantine, and promulgated in a modified, insidious form by the Reformation...

True Christianity, as reported and taught by clearly translated scriptures (none of the widely used modern translations qualify) describes a completely VOLUNTARY society with a single, reliable, 100% benevolent ruler in charge... Namely, King Jesus who is intimately familiar with each of his individual subjects; who has their individual, detailed best interests at heart, and who (as our omniscient Creator/God) also is more than capable of coordinating and effectively guiding ALL individual, otherwise independent, local, decentralized gatherings of his followers (i.e. AKA "churches," Greek: ἐκκλησία [ecclesias]).

This is NOT REMOTELY anything at all like the historic "church rule" you've alluded to.😁
