Here's a tip for those looking to upgrade to Fedora 39 before the official release: enable the updates-testing repo first. Due an extended release freeze, there are quite a few updates stacking up in the updates-testing repo that normally would have been pushed to stable by now. One of these updates was even necessary for me to complete my upgrade transaction.
Also you may want to set a reminder to turn updates-testing back off after the final release.
