The article says they are much lighter, cheaper, and charge up fast. So you are probably right. Seems like a publicity stunt.
Oil and mining companies pay big money to compete with each other for the best appearance of being safe and green in order to get approval for mining and drilling rights. And then politicians get a pat on the back for motivating them to do such theater and sincerely don’t care as long as the public buys it. It’s a racket.
