Sounds like a Christmas cracker joke.
It's a hugely debatable subject & can leave families falling out with each other.
But.
If the scone or fruited teacake is still warm when served, it makes a kind of sense to layer the jam first as it's cooler and firmer and keeps the base less likely to fall apart - then 'dollop' the clotted cream on top, looks more presentable and only then place the upper half on top , squeeze gently and tuck in.
