There are few open-access servers and those that there are tend to last a few months of increasingly huge data-storage bills before they decide they can't possibly continue, and there is no account-migration so far.
More than the rest of Fedi I think PeerTube needs to be self-hosted, because hosting all that video data is so expensive that only big capital can afford to store every wannabe blogger's unwatched hourly screen-rants.
