that's not the same issue as not sending them to the right relay for a counterparty, that's nip-65
personally i don't see the value of nip-44 at all, or gift wraps, or any of this attempts to impose what should be a separate layer of the protocol (a transport layer) on a simple pubsub protocol, it's not gonna work
