Using hidden dotfiles for "project-scoped" configuration is an anti-pattern. Imagine if package.json was .package.json, and how much problems it would cause when people try to copy-paste code using the file browser. It's completely arbitrary and only works for developers who already have hidden files toggled to be visible.
