
The Senate plenary approved on Wednesday (28) a bill that limits sports betting advertising in stadiums, establishes broadcast hours, and prohibits participation by athletes, artists, communicators, and influencers. The bill was approved by the Senate plenary in a symbolic vote (without counting votes) just hours after approval by the Sports Commission. Now it goes to the House of Representatives. One of the most controversial points is that bets can only advertise in stadiums and arenas if they have the "naming rights" (name rights) of the location or sponsor the uniform of the participating teams. Football clubs released a joint statement on Tuesday (27) saying that the bill is a "fantasy prohibition" of limitation. The teams claim that one of the consequences will be a "financial collapse" of the sport, especially football. "The ban on displaying operator brands on static properties - signs - in sports facilities, contained in the substitute text, removes fundamental income from clubs," says a passage from the statement, signed by clubs such as Flamengo, Palmeiras, and Atlético Mineiro. The approved bill also requires that all advertising be broadcast with the phrase "Bets cause dependence and harm to you and your family." The bill sets different broadcast hours for different media. On the radio, broadcasting would be restricted to intervals from 9am to 11am and 5:30pm to 7:30pm. On TV, on streaming platforms, and on the internet, the allowed window is from 7:30pm to midnight, plus 15 minutes before and after live sports broadcasts. Despite prohibiting participation by "any physical person, even as a supporting actor," the bill allows advertising by former athletes who have retired from sports for at least five years. The rapporteur of the text, Senator Carlos Portinho (RJ), said he had spoken to all sectors. The senator argued that the main goal is to protect children and people prone to addiction, who are being bombarded by advertisements, and to value sports. "Unbridled advertising in this sector induces the audience to believe that, by chance, they will achieve financial independence, when reality has shown the further impoverishment of the most economically vulnerable segments of the population," wrote Portinho in his report. Portinho said he received a manifestation of support from many fans in favor of prohibiting betting advertising - many of them totally. The senator also said he saw the joint statement from the clubs, but demanded responsibility.
