I'm late to the "party". It sounds like you already know this, but the internal temperature of ice absolutely can be colder than 0°C. If the ice has been sitting for a while in air that is >0°C, the surface of the ice will be at 0°C.

If the surrounding air is <0°C, then the surface of the ice should be at air temperature (assuming it has had enough time to equilibrate, etc.).

In the age of Google, however, how can your argument last two days?
