watching the disastrous (heh.) response of the Spanish government to the flooding in Valencia and it occurs to me that continental Europe just doesn't have much practice on disaster response. I'm just realizing now that because it has soooooo many disasters, the United States has a series of very well-practiced political rituals that swing into motion very quickly to address disasters.
