Barium partially substitutes for potassium, and slows down a lot of metabolic activity, especially in the brain. Its salts aren't very soluable, but, as you pointed out, the required dosages are very small. Works by inducing hypokalemia, even if potassium is available in the diet.

I have read that barium sulphide was added to a lot of prisons food in the first half of the 1900s, not merely in Germany, but I can't find a reference online.
