I like the way he uses the what if framing to explain and investigate the forces that were making sure no action was taken by the UN at that point.
Politicians including George HW Bush and Margaret Thatcher had said climate change was a threat, but oil industry lobbying made sure that climate scientists were sidelined and no real commitments were made.
