From the chintzy derelict minigolf courses I've seen around, you can get by with industrial carpet, tamped earth, and old rail ties.
You could do it yourself and get the materials pretty cheap at auction, the land would be the biggest cost probably (depending on the rate you charge for your time). Designing something like this is not far off my day job.
