I don't know, I kind of view only going after barely legals as more disrespectful than just admitting you'd bone the 16 year old too. People who hit on me prior to 18 were usually chill, but the moment I turned 18 a lot of creeps suddenly came out of no where to shoot their shot, and in rather disrespectful ways. I ended up feeling more threatened by those strictly following the law, because they had "I technically did nothing wrong :)" energy about knowing damn well they were pushing boundaries. This wasnt everyone, but there was a certain type of asshole who tripled in numbers overnight.

The issue wasnt that I was still too young to handle some bad attention at 18, no I was fine between 14-17, the issue was that some people will attempt to prey on anyone freshly of age purely because they are as young as you can legally get. You can bump that age up, it wouldn't change that the issue is people find it more acceptable to harass young adults, because the only retribution they fear is the law. Blaming it on age is like blaming the little black dress, people were capable of not being legitimately rapey when I was younger, but went mask off the moment it wasnt legally statutory rape by default (and therefore didn't need to kept on the DL as much).
