I looked at that around 2013 and again recently. There is an option to just give fingerprints if you don't have a "real identity" (i.e. no birth registration nor citizenship, which requires birth parents to agree to register your birth and birth country to agree to issue a legal identity for you). But it seems like landlords, doctors, mailmen, etc. would not accept it, laugh at you at best or call the cops at worst.
