Agreed, but the alternative is probably some sort of pay-by-mile system which people are (rightly, IMO) suspicious of.
There doesn't seem to be a "good" solution (rolling it into fuel would have made sense before EVs, but it's currently more complicated with them) and people don't like change even if it costs them :(
