You're still not reckoning with the fact that the horizon is not a location in space: it's a lightlike surface and it contains very long light rays, like the light ray going from you now back to the Andromeda Galaxy. You can see lots of things between you and Andromeda, and they're all on the same light ray, but you don't say that therefore you see them at a close distance. Nor do you say this for things that are *almost* on this light ray - that's what's analogous to "nearing the horizon".
