I don't use Phoenix, but I'm guessing you can probably still use it behind Tor or a VPN if you want to?... they just have to officially stop serving US users to protect themselves.
But honestly that is just kicking the can down the road. These things will ultimately have to become decentralized to succeed in the longrun.
