The host boots from a zmirror pair. The second of which did not have a file system.
Two theories:
1 - the original install (14.0) did not do the right thing with the second drive - theory seems weak
2 - would stamping boot code to -i1 give the results we saw? Unlikely event
The fix:
* copy over these files:
- /efi/freebsd/loader.efi
- /efi/boot/bootx64.efi
* create a filesystem on the 2nd drive
Not sure in which order that was done.
