nit: Twitter did pay Bluesky to build a protocol/technology in a way that twitter.com could use it. that wouldn't be a "merge", because there would be no bluesky community/network in that plan: bluesky was just R&D and would (in theory) consult/advise twitter on how to adopt the tech.
