Finland seems to do perfectly well with general two-stage conscription. The first is common to all, then the best conscripts are selected for further training as officers.
I'm sure Norway's system works, but I don't think Finland's general conscription system is bad either. I think it depends on the defensive needs of a given country, and I suspect strongly that Finland has particular reasons to want to have as large a trained military reserve as possible coughRussianlandbordercough.
