As the social care that councils are legally obliged to provide takes up more & more of local council's budget(s), it is clear that without some change we are heading towards a major pivot point in local government.... already councils are halting a range of services to pay for the increasing care budgets (due to both rising demand & rising costs), but this can't go on for ever.
Two things might happen:
more money from Govt, or;
a relaxation of the care obligation....
