There are a bunch of people in Spain right now very happily (but pretending to be very angry of course) throwing all of the blame on the current socialist-communist alliance in power in Madrid. But the reality is a fuck up like this doesn't just happen because there was an occasional negligence by the incumbent politicians.
The insufficient and crumbling infrastructure, the systematic sacking of public treasuries at all levels (local, regional, national), the lack of readiness... all that takes decades of corruption and institutional and social degradation, and the involvement of all political parties, regardless of whether they currently are in government or in the opposition.
Sadly, and I don't want to step into a minefield (plus, if you're not Spanish it doesn't even mean anything to you) but I just can't help myself -- I'm not totally surprised that this happened in Valencia, of all places. And I'm not referring only to the fact that this is inherent to their (our) climate, but to the long term state of their politics and society.
