'reducing harm' and 'harm reduction' are not meaningfully distinct terms.

voting is not harm reduction because you cannot be meaningfully said to have reduced harm through the act of casting a ballot. there is no causal nexus linking 'cast a ballot' to 'harm is being, has been, or will be reduced'.

consider, for example, that voting for Clinton did not prevent Trump from becoming president. how, in that election, was voting 'harm reduction'?
