it's not really a design problem, it's a logistics, training, and employment problem. having 100 guns doesn't mean you can use 100 guns at once, unless you want to only have 50 guns pretty quick, and then 20, and then nothing. and that's not even accounting for enemy attacks destroying stuff

the same thing applies to every military asset. if you have N things you may only be able to actively use N/3 at a time and the more complex the asset is, the bigger the denominator gets
