Yes, well, the "wisdom of the framers" also gave us minority rule via creation of the Electoral College and the structure of the Senate. I know that they were doing what they had to do in order to get the slave states to join the Union, but it's biting US in the ass in deadlocked Congress and in getting the President with the most votes placed in office.
